That holds in every price tier, from peri-urban rooms to Masaki apartments. Most dalalis also charge a finder's fee on top, but how much they ask varies, so treat it as an extra to budget for rather than a fixed amount.
A 2-bed in Sinza at 800k a month is not an 800k decision. It is 4.8M TSH (6 months) in hand before you get the keys, and that is before any dalali fee.
